To format an existing volume as NTFS from the Terminal (which is the only option in Mac OS X 10.4), you use the command diskutil eraseVolume, specifying the file system type 'Tuxera NTFS'. Just typing the command prints a brief help text. For more detailed usage information, consult the man page ('man diskutil' in the Terminal).
